Vision, Mission and Goals

Vision:

The Institute of Language Teaching at Latakia University and its Internal Bylaws were established on 18/11/ 1990 by Legislative Decrees No. 148 and No. 150, respectively. The functions, departments and regulations of the Institute are stipulated in its Internal Bylaws. The Institute was later renamed The Higher Institute of Languages in accordance with Decree No. 384, issued on 15/10/2006. 

The Institute deems the process of linking the university to society to be a priority, aiming at overcoming obstacles that stand in the way of implementing projects that support the spreading, use, and positive role of languages in developing culture, society and human civilization.      

Mission:

 The Institute gives priority to predicting problems that foreign language teaching faces and providing possible appropriate solutions through research and suggestions. In this context, the first step that might raise the level of foreign language teaching is to vary the topics of research to include different fields of language-related sciences and translation as well as to study the phenomena associated with bilingualism and link foreign language learning with applied sciences so as to benefit from them.   

                        Goals and Objectives:

The goals of The Higher Institute of Languages can be summed up as follows:

1. Providing graduates qualified to teach foreign languages at schools affiliated with the Ministry of Education.

2. Preparing teaching staff specialized in teaching English as Foreign Language at national universities.

3. Preparing specialist staff for teacher training and supervision.

4. Preparing staff specialized in design and evaluation of syllabus at schools and universities.

5. Preparing staff specialized in language assessment (exams and placement tests).

6. Adopting teaching methods that meet international standards and are in line with those used in renowned international universities.

7. Enhancing academic research in the field of teaching foreign languages.

8. Serving the community by running English language courses to public and private sector employees.

9. Developing language proficiencies for university students and for the public by running regular language courses

Academic Missions

Ø  The Institute is tasked with teaching foreign language courses in all faculties and institutes at the university.

Ø  Running language courses for teaching assistants to enable them to qualify for registration in the universities to which they will be sent on scholarships overseas.

Ø  Administering foreign language tests required for university staff appointments and promotions.

Ø  Administering language tests for admission into Ph.D. programmes.

Ø  Administering language tests for admission into Masters programmes.

Ø  Administering the National Test of Foreign Languages required for appointment in government-related departments and institutions.

        Ø  Running foreign language courses for members of the teaching staff and the university employees in cooperation.

Ø  Running foreign language courses for the children of members of the university teaching staff and employees, in cooperation with the Teachers Syndicate.

Ø  Producing graduates who are able to use the latest language teaching methods.

Ø  Approving curricula and assigning members of the teaching staff and instructors to teach foreign languages ​​and supervise their exams in all faculties of the university.

Ø  Holding and participating in conferences and symposia on applied linguistics.

Ø  Carrying out field research and special studies to develop teaching living languages.

Ø  Activating student exchange programmes and exchanging scientific expertise, as well as implementing agreements with European universities.

Equipment and Teaching Tools:

The Higher Institute of Languages ​​is located in the building of the Faculty of Arts and Humanities and is equipped with the following:

1- Language laboratory.

2- Research laboratory (Internet).

3- Classrooms with computer and a projector.

**The Higher Institute of Languages at Latakia University has an ambitious vision for academic advancement in the teaching of foreign languages, as well as for training and qualifying distinguished staff toward this goal. It aims to adopt research methodologies that serve the student, the university, and society in the fields of postgraduate studies and scientific research—through postgraduate theses—to identify the best ways to teach foreign languages, study the obstacles facing language teaching processes in Syrian schools and universities, and find solutions to these problems.**


Through its postgraduate programs, training courses, various departments, language labs, and testing labs, the institute provides a distinguished environment that covers most topics related to foreign languages and their teaching. It now aspires to open a Department of Translation and Publishing to serve the translation of scientific research and important books in various fields, and to achieve better communication with academic institutions and international universities.
